Triuken...I need thy vast knowledge....

I am beginning to get an idea of how to set up my own battle system. It isn't for Oasis, as Oasis was designed with the default Toolkit systems (menu, and battle) in mind, and it would disrupt my image to do otherwise.
I was wondering, to set up a battle, do I have to put a program on every tile where it is needed?? I don't the Toolkit can handle that many programs per board!
If not, how do I iniate them?
